How is it possible for someone to have a 19 year old maxed out to 125 on every single skill? Doesn't seem right.

Either bought it with real money on the one hour offers or purchased for mega bucks in the auction from someone who has done the former.

Sure - but I have bought players with over 3000 training points unspent on them, so there probably will be some doing it.
