Not to sure if its a bug or just a devs account but the leader of welsh power Cimla has managed to build his 3rd strategy without reaching a lvl 20 stadium
3 strategy buildings at lvl 18

.had to have a look and can confirm you have a glitch cheat .. should drop all 3 of his strat buildings as punishment for cheating .
