I suggest to make a champions league for the 1st position teams in the leagues of the same level, for example.. leagues of 4 level, all teams who acheived the 1st position at the end of the league, can enter a champions league running at the same time of the 6th level league which they will join. A big reward can be awarded to the winner .. and you can make the teams of the 2nd positions join as well.
